About Kevin Lewis Long

Kevin Long, owner and principal of Insights Consulting, LLC, provides subject matter expertise and collaborative thought partnership on multiple projects to solve complex business problems, facilitate organizational growth, and enhance performance. His expertise includes higher education strategic planning, policy development, organizational governance, grant writing, large meeting facilitation, employee wellness solutions, program evaluation, client relations, and data analytics.

Over the last two years with Insights Consulting, Kevin has worked on institutional policies and procedures redesign, shared governance redesign, and a new strategic planning process for Nevada State University; grant research and technical assistance for a local non-profit; and design and implement a client management database for a local small business.

He has 30 years of comprehensive experience providing strategic planning, business intelligence, project and grant management, recruiting, program review, staff training, and facilitating organizational change in cross-functional environments. Kevin also has a proven track record in managing change related to system and business process transformation initiatives.

His exceptional data analytics and research skills, coupled with fluency in outcomes assessment, labor market data, market research, and transforming data into actionable strategies, have been invaluable in his career.

Kevin Long’s Distinguished Career

Kevin’s career has spanned both the professional and academic worlds. He served as Program Director for nine years at New River Valley Community Corrections, Christiansburg, VA, where he successfully obtained state grant funding for multiple court services programs related to Victims’ Assistance, Restitution Services, and Offender Employment Services.

Kevin was the Senior Research Associate and Project Manager for the Institute for Policy Outreach at Virginia Tech in Blacksburg, Virginia, for three years. Among his many accomplishments, he expanded grant revenue growth from $1 million to $10-plus million by conducting market analysis to target program and business development opportunities. Key projects included the Federal Child and Family Services Review Project, Local Medicaid Reimbursement Project, Food Stamps EBT Implementation Assessment, IPO Marketing and Viability Study, and Case Management Database.

As the Senior Planning and Policy Analyst for Montgomery College in Rockville, Maryland, for ten years, Kevin revitalized the school’s mission and vision by designing and leading a year-long series of projects, discussions, and activities with college staff, senior leadership, the Board of Trustees, and community partners. He successfully led the process of creating a new long-range strategic plan that resulted in more focused goals, measurable outcomes, and actionable key performance indicators to drive budgeting and resource allocation. He also achieved a higher employee and student engagement level by redesigning the college’s policies and procedures to include a standardized public comment period, a more sophisticated website, and enhanced in-person and on-demand training.

Kevin later served as the Director of Planning and Policy/Project Manager at Montgomery College, where he successfully managed a three-year process to develop a new long-range institutional strategic plan, including facilitating an 85-member cross-functional strategic planning team, leading multiple steering committees, creating environmental scanning and data integrity groups, and community outreach and event planning. Kevin developed project charters, communication plans, work plans, risk mitigation strategies, and budgets for various complex and cross-functional projects on behalf of the president’s office. He also provided grant reviews and grant application oversight, including needs justification, supporting data, and budgets, resulting in successfully obtaining state and federal grants, including multiple NSF grants and a $15 million multi-institution TAACCT grant for cybersecurity workforce development.

Kevin was recognized for his contributions to Montgomery County’s application for the Amazon H2Q Proposal, which placed the county third in consideration.

His work was so valued by Montgomery College that Kevin was again promoted to Deputy Chief of Staff for Planning and Policy. During his two-year tenure in this position, he improved the college’s market position and enhanced student success by managing cross-functional planning and business analysis projects to forecast revenues, assess key effectiveness indicators, and leverage data, scorecards, and stakeholder input for continuous improvement. He also enhanced the college grant process by serving as the President’s Office’s lead grant reviewer and grant systems manager.

Kevin later took a position at Blue Sky Innovative Solutions in Washington, D.C., as a Senior Strategic Planning/Business Analyst. He facilitated discussions with key stakeholders to collect current challenges; define and map services, initiatives, capacities, and capabilities; and formulate roles, responsibilities, standard operating procedures, and workflows to deliver mission-critical cybersecurity functions and services. He is the Business Development Analyst/Program Coordinator for Blue Sky in addition to his consulting company.

Teaching Experience

Kevin taught part-time and full-time at Roanoke College in Salem, Virginia, for three years. He was also an Adjunct Faculty Member at Virginia Tech in Blacksburg and, later, an Adjunct Faculty Member for eight years at George Mason University in Fairfax. He received the highest teaching evaluations at Roanoke College and George Mason University.

Education

Kevin Long received his Doctor of Philosophy (Ph.D.) in Public Administration and Policy and a Master’s Degree in Public Administration and Policy from Virginia Polytechnic Institute and State University. His Bachelor’s Degree is in Criminal Justice and Sociology from Roanoke College.

Kevin enjoys playing golf, gardening, and spending time with his beloved dogs when he isn’t working.
